hello,
can i apply for visa from uk if I have done foundation here or do I need to go back to my country to apply for new visa.

You can do either - go with whichever options suits your plans more. I shall warn you that applications made outside the UK are subject to massive delays atm.

It's not about what course you have done. It depends on what type of Tier 4 sponsor you have right now, whether your Tier 4 visa is still valid, and whether the new course is academic progress on the previous course. Your new Tier 4 sponsor can advise on all this.

Actually I did my foundation course from private institute. And I have heard students of such institutions can't apply for extension. Plus will a visa officer just reject visa on such basis. If other documents is complete.

I have refused USA Student F-1 Visa and now applying for UK tier 4, if i say no in my application( refused visa by any country) section will it effect my outcome?
