I've a Tier 2 ICT Short term dependant visa. Am I eligible to work in UK with a Tier 2 General Sponsorship? Do I need to undergo 12 month cool off period?

My wife has a Tier 2 ICT short term main applicant visa. Can she switch to Tier 2 General without undergoing 12 month cool off period?

If the answer is No for both cases, what are the possible ways to enter UK under Tier 2 General without undergoing cool off period?
