Schengen Visa Delay as a spouse of EU national

Hi. I am a British citizen. My family apply for Spanish schangen EU visa from Pakistan. Its nearly 2 months.
I send them 3 emails they only send me one email after two weeks and say ur application is under process.
Could anyone tell me why it takes so long. On BLS website state that its normally take 10 to 15 working days.
