Time to get unrestricted CoS for a New Company

I am in the UK on a Tier 2 VISA. A new company in the UK, but a well established company in Europe, has applied for a sponsorship license to hire me.

They have received a sponsorship approval. When they went on the SMS system to allot me an unrestricted COS, they found out that they do not have any number of certificates allocated to them.

They have then requested a COS allocation for one person. My questions are as follows.

1. Shouldn't they have gotten COS allocation for a single person as they did submit my details to the Home Office along with the documents to get a sponsorship license?

2. How long does it take to get the allocation for a new company once a COS request has been submitted?
