Tier 2 Restricted CoS - location of work

Hi all

We are about to apply for a restricted CoS for a worker to come from India to UK.
He will be employed full time by us, but will be working for a short time at our client's site elsewhere. His work is not dependent on any client contracts as he is employed by us and we will always have work for him.
Can you advise what location I would put on the restricted CoS application please? Would it be our HQ offices or the client site?
