Hi there

could tier1 entrepreneur 50k visa move to tier2 while already waiting tier1 entrepreneur result . or after refusal of tier1 visa ..

Yes, you can vary your pending application to Tier 2 General or apply within 14 days of any refusal.

If you vary to tier 2 and the application is successful so would it continue your section 3C for 10 years ILR?

What do you mean by "continue your section 3C"? Once your application is successful, you are no longer under Section 3C but under the T2 visa.
But, yes, your lawful stay will continue.
