Single Person Council Tax Discount (25%)

Hello, I got the above on my Council Tax bill.
I told twice to Council officials that I am on a visa and have no access to public funds. They told me the discount is not public funds.

Today i searched and found:

Where can I get a definitive answer if the subject is or is not public funds.

Single person DISCOUNT is NOT a benefit and NOT the same as the below.
