10 years route I think it's around need help

I applied for extension FLR(M) I was on 5 years route .But home office put me on ten years route with extension of 2.5 years.home office said we not met requirement of £22400 but have parental relationship with a child and it is not reasonable to expect the child to leave the UK.My this baby born here in the UK IN 2015 and husband got ILR IN 2011.OUR another baby is in India his visa was refused in ,2014.he is not here.my questions are No 1:can some clarify to me plz why we need £22400 if this baby born here and father has ILR before baby born and our other baby not here yet,we even not apply his visa. No2: home office said not right to appeal what is my tight can I ask for reconsideration. No 3 : OUR baby born here we send here birth certificate because we have not made her British passport yet.is this is the reason they not consider my baby is British even I have ILR OR THEY MADE MISTAKE OR PURPOSELY FOR MONEY

Dear friends my local MP ask ukvi about my above matter.now they send new letter.my salary not more than £18600.thats why you are on 10 years route.but when I send my application I selected category B. Time of application I was earning more than £23000 from two jobs. I also send them enough proof I have earn more than £21000 in last ,12 months from date of application.please can some can advice me if my calculations are right .what I should do.thanks
I applied on 11march 2017.
Pay slip date 20 march.2016 ; £1842
6 payslips untill 30 sep 2016. : £11249 both from same job then redundancy
Payslip date 04 Apr 2016. : £308
Payslips untill 31 Dec 2016. :£3160 from same job then I change job
4 payslips untill 05 Feb 2017. :1560 still working
2 payslips untill 27 Feb ,2017. : 2860 still working
Also my partner's 4 payslips.30 aug 2016. : 518.

It's total is. Total is more than. :£21400
