I would be really grateful if somebody can help me with the following.

is the appointment letter and email resignation for a past employer aceepted as an proof of the work experience in the absence of the experience/relieving letter from the employer for work permit EC application?

That would be based on the assessment of the case worker; you understand that they seek third party verification of the information you are providing, your resignation letter does not provide that confirmation. Do you have payslips? bank statements? tax statements? all those are third party documents that you can use to prove how long you worked for a particular employer (at least you would show you were working). By all means, add your resignation letter and appointment letter, but back them up with additional - third party - documents.
