Visa stamping taking tooo long

Hi everyone,
Spouse visa aplication april 2016
Refused july 2016
Appealed aug 2016
Hearing date aug 2017
Entry allowed sep 2017
Call latter oct 2017
Pp submited last week of octuber 2017
Now its on 11 week n still waiting for pp collection with visa stamp.
Anyone know how long it will take for me to get my visa???
