I have seen a few cases where they are doing partial refund around 8-9 months from the date of application. It may be a case where they do not want to hold the money but continue to work on the case. I got my partial refund last month and they asked for some additional paperwork. I am still waiting for a decision.
It is difficult to say whether partial refund means anything. I suggest go through your interview as best as you can and wait for the result.

Official communication is via post. IHS refund means nothing. This has been discussed many times before. Please wait to hear back from HO.
