Standard visiting Visa

Hi.
On the standard visiting Visa there are two questions that ask if you have ever worked for the government including public or civil administration or ever done national service. Firstly what is the purpose of this question, what does the UKBA use this for? Secondly if you say no as you are unsure if your old employment falls under this category what are the consequences??
