postal priority service fee payable

Hi,

While applying for priority postal service, the fee would be payable for each of the family member(main applicant and 3 dependents in my case) or one fee for the entire application pack?

I know that visa fee and IHS surcharge are for each dependent and main applicant. Just wanted to confirm if priority service fee follows the same logic.
