Does US PR needs UK Visa?

Does a US permanent Resident(a green card holder) needs visa for a short term visit to UK? His nationality is INDIA.

Unfortunately the person will have to comply with UK immigration rule's if he/she is not a US citizen.

A US Green Card means nothing to any other country, other than the US.

GREEN CARD grants permission to reside and take employment in the USA. The holder must maintain his permanent resident status, and can be removed if certain conditions of such status are not met. Similar to ILR here in UK.

Unfortunately you'll need a visa to enter UK !

If you have a U.S green card, you can visit Switzerland alone without a visa.

Canada and Mexico are two countries that waive tourist visa requirement for US Green Card holders (if the GC meets certain standards).
