Meaning of numerous FPNs

I have seen many posts which suggest that if you have received a number of FPNs, you should wait until you have only one FPN in the last 12 months before applying for naturalisation.

Would anyone be able to explain the basis of such view?

All I can find in the Nationality Poiicy Guidance is that: "The decision maker will not consider these unless the person has ... received numerous fixed penalty notices which would suggest a pattern of behaviour that calls into question their character." It does not say for example that the case worker will only take into account FPNs issued in the last 12 months.
