You cannot apply for FLR(HO) outside the UK.

On what basis did your brother apply for this and was granted a visa?

My understanding is that he cannot sponsor dependents from outside the UK until he holds ILR.

He applied for Discretionary Leave to remain on basis of Compassionate or Compelling Circumstances outside of immigration rules.
He is carer of a severely ill boy and parents of that boy requested home office to grant him leave to remain .

On first application he was granted 30 months leave to remain and now extended further for 30 months.

I'm afraid CR001 is correct, you will not be able to sponsor your spouse until you have settled status (ILR) while on DL.
These are my 'views' and 'opinions'.
If in doubt always seek professional advice, or at least do a search for the relevant information. :P

If i make any mistakes, You are more than welcome to correct me.

Your dependents cannot apply FLR(HO) from outside the UK. It is only an in country application.
