Abolition of ILR route for Turkish Business Visa holders

A friend of mine has today been informed of the change in Home Office guidance regarding routes to ILR for Turkish citizens.

Having researched this, I think the answer is no, but is there any alternative route to ILR status other than staying in the country for 10 years?
