The question is how long have you lived in the UK and details about exiting and entering the UK.
Is this about applicant or sponsor??

From the context of the form, it seems that "you" refers to the applicant, therefore Section 19, which asks for "Date you left/returned to the UK", should be populated with the applicant's data, not the sponsor's.
