Sending fax from the US

Hi,
I've been having problems sending a fax to the Home Office from the US. I keep getting busy/ no response. Could someone let me know what is a good time to try again (US time)? Also I've been using the number 011 44 114 207 6021. Is that the correct format for an international fax?

Their fax is broken I've been told to try again in a couple of days.

I can't believe that it is so difficult to get a replacement fax or redirect the fax number to another machine.
