Tier 2 Short occupation List

Hi there,

I have a confusion that 3d/2d animator (3411) comes in Short Occupation List. according to gov website:

according to gov website said that desigation exist on RQF -level-4..

confusion has created where they said that Tier 2 should be minmum RQF-level6 and obove.

If your worker has a Tier 2 (General) or Tier 2 (Intra-company Transfer) visa, the job will usually need to be Regulated Qualifications Framework (RQF) level 6 or above."

So could anybody update me or clear confusion. if tier 2 requriement is minium RQF-6 then why (3411) in RQF-4 put in this short occupation list. Is there any chance to get visa on this (3411), becoze i would transfer from tier 1 entrepenure tier 2.
