Move to Spain as EEA Family member with UK residence card

Me (Dutch, EU member) and my non-EU wife live in the UK as my wife has a residence card based on EEA Family member. Took us quite a while to get this card.
Now we like to move to Spain this year. Would she need to re-apply for a residence card in Spain or is her UK residence card recognised in Spain as well? (assuming UK is still part of the EU)

She needs to apply for a residence card in Spain and start her process etc again from scratch.

Not necessary to inform HO.

Does this statement about the EEA family member residence card not mean that with this card you can reside in all EEA member states?

European Economic Area (EEA) citizens have the right of free movement and residence throughout the EEA. This right also extends to certain family members, even if they are not EEA citizens. A Residence card of a family member of a Union citizen is issued to the family member to confirm this right of residence.

You need to apply for a residence card I Spain and start the clock again. Residence cards and time are not transferable between states.
