Question regarding good character

Hi All

I was reading a topic regarding good character and it says from the date you have become known to HO. In my case I send a letter to HO on 2008 to re consider regularise my status and it took 3 years to grant me -my question is do HO consider the date you applied or when you were granted ?

Thanks -that means I have to wait until 2021 even I have been in the UK since 2002 ..
