Is self-employment possible?

Is there a legal way for a non-EU citizen to live in Ireland and be self-employed or start their own business? I know there are schemes for this sort of thing in other countries, but not sure about Ireland.

In order to be self employed or to start a bussiness a non eu national require a bussiness permission for INIS,(you need to show a capital of 300K)

There are exceptions to the 300K capital rule. I think I have read that if you are an artist or craftsman, you may get their permission without it. Do not know for sure though.
