Tier 2 PBS Dependant Visa

Hi Everyone,

My partner has obtained ILR under 5 yr Tier 2 visa route in July 2017.
I came to the UK on Tier 2 Dependant visa in March 2016 with visa expiring on 25th August 2018.

Three questions:

1) Is my understanding correct that I should make an extension visa application under Tier 2 PBS Dependant?

2) Since my visa expires on 25th Aug 2018, what is the earliest that I can make an application? is it 3 months before or 28 days before the expiry of visa?

3) Can I use Priority postal for this form of application?
