hi there
one of my friend came from india in 2006 with 1 year work permit visa. before expires visa apply for extension that was refused within few months.after that he made an application for FLR or ILR but that application was done in wrong application form.so home office sent back the application form and gave a chance to make fresh application. his continuation of stay broke on that point.
then he made a fresh application for further stay and it was pending to home office for few years,after 4 years he got a reponse from home office to providing necessary evidence to consider his application.

but unfortunately in 2016/2017 he received a letter from home office rejecting his application.
for your information all the application made by solicitors from the beginning. now solicitor is saying not to worry because they didn't receive the letter by secure post. so if anything happens they will say they didn't receive anything from home office.

is there any hope of such applicant ? i heard there is new asylum policy came for indian nationals.
if he make any asylum now will it be suitable for his current circumstances.

any advice will be highly appreciated.

Where did you hear that?? Official link??
if he make any asylum now will it be suitable for his current circumstances.
On what basis will he claim asylum??? Simply preferring to stay in the UK is not sufficient unfortunately.

On what basis has he repeatedly submitted applications to HO?

3. RFL7.3 What are aggravating circumstances?
Please note that the list below is not an exhaustive list. Aggravating circumstances can include actions such as:

absconding;
not complying with temporary admission / temporary reporting conditions / bail conditions;
not complying with reporting restrictions;
failing to comply with removal directions (RDs) after port refusal of leave to enter (RLE);
failing to comply with RDs after illegal entry;
previous working in breach on visitor conditions within short time of arrive in the UK (that is, pre-meditated intention to work);
previous recourse to NHS treatment when not entitled;
previous receipt of benefits (income, housing, child, incapacity or otherwise) or NASS benefits when not entitled;
using an assumed identity or multiple identities;
previous use of a different identity or multiple identities for deceptive reasons;
vexatious attempts to prevent removal from the UK, for example, feigning illness;
active attempt to frustrate arrest or detention by UK Visas and Immigration or police;
a sham marriage / marriage of convenience / polygamous marriage in the UK;
harbouring an immigration offender;
facilitation / people smuggling;
escaping from UK Visas and Immigration detention;
switching of nationality;
vexatious or frivolous applications;
not complying with re-documentation process.
