Bank letter for loan disbursement for Student visa

We are unable to proceed with your application under the PBS category as we require further evidence which demonstrates you meet all the specified evidence requirements.

In order to proceed with your application we require the following document within the next 10 working days (deadline 30 August 2018)

(1) A letter from XYZ Bank giving details of whether the living expenses portion of the loan will be disbursed to the student

If we do not receive the document by the date noted above a decision will be made on your application based on the evidence you originally submitted.

Hello! I hope you have submitted the non-disbursement letter with your application. If not, they are asking for the same.
Non-disbursement letter will be issued by the bank(on-letterhead) and should mention that you have not got your loan disbursed as of now but bank will disburse the amount once visa is given to you.

Yes it will, if you don't submit the letter. Just submit the letter and hope for the best.
They have asked the letter from you by 30th but do it as soon as possible.

I am applied for tier 4 visa...and completed process successfully.but I got a mail

After I send a required document .This will be effective for my visa

I don't understand your hesitation or question about sending this missing information that the entry clearance officer has requested. It is required under the rules, as explained in the last paragraph of section 230v of the Tier 4 Policy Guidance.

If you do not send it, your application is highly likely to be refused.
