AUG 2018 RCOS - NEW ENTRANT

Hi,

Anyone with 22 to 23 points in Aug 2018 as new entrant?
And got the RCOS approved?
Please advise how this works for new entrants.
As I am aware RCOS has been granted at 30 points in Aug 18 but this is for experienced workers and no details on the forum for new entrants ie under age 25
