bio letter

hello guys
this question is on behalf of my friend,

she sent her EEA residence permit application on 17th august,
payments was taken after 2 weeks
received acknowledgment email on 26th august
but still she didn't get bio letter.
now she is really worried so her question is that how long normally it takes on average to receive the bio letter
like is it normal or she should contact the homeoffice.

I had wait until six to 8 weeks of application got biometric finger print letter around that time.
