Does fixed penalty notice go to records ?

Hi Guys,
I just wanted to check does fixed penalty notice go on criminal record ?
I had a minor offese of throwing ciggarate butt infront of a station and had paid the penalty of 80 pounds on given time duration to the local council as a warning.I was told that it wont go to records so i had not declaired that during my visa extension application which i am currently waiting on.
Does the minor offenses like even count while extending your visa ?

Minor offences doesn't matter for extension or new visa unless it's ILR. But you must declare everything in your application.

Yes the visa extension was approved....but i am thinking to declare that during my ilr application just to be safe.
