5 year ban entry-sweden

Hello everyone
My husband he get deported from Sweden in 2015 with 5 year ban entry.
I'm Irish citizens exercising eu treaty right in France. We get married in Morocco 2018.
We want to know if the France embassy can refus the visa because of ban entry?
The ban it wasn't for puplic policy.
Eny advice very appreciate.
