expedition of application?!?

good afternoon everybody,

I read that under special circumstances it is possible to ask caseworker through MP to expedite the consideration of application. My dad now is in hospital in my country, and I need to leave the country. How the process is done? and is it really possible or it is only written on paper?? Because my residence card, I applied 13th August and still nothing though for everybody it is decided within 2 months....

unfortunately ,most people had response from 3 weeks to 2 months time
I wish to know under what basis they timescale applications .
