qualifying period and Set M Cat F

hello guys hope your well..
soon i will be making a application for Set M for my wife.

few things i want to ask.. qualifying period just want to make sure,
my wife entered wife on the 7 nov 2013 based on qualifying period we will be able to apply for Set M 28days before 7 nov 2018 even thou her visa ends in april 2019?

yes ive read all from Set M guidance, but just wanted to cross check,
so far ive done this:
Set m form paper ( is it possible to do online and take the online copy)
basic: passport spouse and husband 1 child
phto x2 x1
b/card
cob docs over 2.5 years
accommodation prooof and marriage ceft
both exams passed life in uk and b1
financial requirement covered i meet the threshold come under Cat F from Financial coverred all the documents required
just wanted to know is that all ? and its 28days before qualifying period 5 years 60 months and not when the visa expires right..
