Thanx macgrath but as you know when I applied for JR I was overstayer after first AR refusal this is second refusal after reconsideration of JR now I will apply second JR if I can apply tier 2 next year can I apply 10 year ilr because I was over stayer after first AR

As I understand it when they responded to your JR and reconsidered your application, your Section 3C was restored as your application went back to undecided phase. I would assume that must have been in some of the documentation you recieved.
Given that you have been given right to AR again seems to confirm that your application is only decided now.
So the 14 day rule should apply.
But you may want to consult with your lawyer
