Can my wife apply under UK immigration rules?

Hello my wife is in the UK under Surinder Singh and her residence card expires next year, I have not been a qualified person for 5 years continuous as i left work to be my daughters carer. is it possible for my wife to apply under UK immigration rules while her residence card is still valid?
