It does not 'depend on visa officer' or how they feel. If your brother failed to meet the requirements, the visa will be refused, and as you have not stated what the wording of the refusal is or what documents he submitted, it would be difficult for anyone to offer any sort of advice.

Hi
Thanks for the reply. I am still waiting for the refusal letter from him. Once i got i put the details. The only thing he has told me that they think he will not come back..which is redicolous. Basically they are not satisfied that he will be back. They are not statisfied with his family ties outside the UK.He has 7000£ in his bank account and they are saying why he has so much money and he wants to spent this much amount.
I will the letter shortly.

Hi
My brother's visit visa has been refused on the grounds that he will not return from the UK once he granted the entry as per paragraphs V4.2-v4.10 of appendix V which is ridiculous. I would like go for Judicial review can someone please advise further on this.

Hi
He has been refused under the following
"we have refused your application for visit visa because i am not satisfied that you meet the requirements of paragraph(s) V4.2-V4.10 of Appendix V . As per from their letter he could not show his ties to him homecountry although he submitted his marriage certificate and the birth certificate of his son. Also under the paragraphs V4.2 (A)(C)(E) of the immigration rules.I think its all rediculous. He has complete money trail a permanent Job as Government Employee plus consultancy for a law firm. Please advise.
