Priority service for Tier2 ICT extension

Hi,

I was looking at the UK gov website and could not decipher if I can go for a priority service after the application has been submitted by my employer or I need to do it when applying for it? Actually, my employer is not willing to pay for the priority services but I was looking to go for it by paying the cost myself
