H1-B visa and VWP

If one was to go to the states to visit family on the VWP and a family friend who owns a company offered him or her a job there (H1-B) visa,.

can the person accept this job offer?

He can. But he won't be able to start working without a visa.

You can informally accept the offer, but seeking work is most likely a contravention of the vwp.

Which he won't get from within the US. I'd be very careful in this approach, as I really think "scouting for jobs" would be prohibited under VWP, and it might be a problem explaining that at the H1B visa interview.
