Tier 2 Dependent visa

Hi,
I got ILR and my wife is in Tier 2 Dependent visa which is expiring in August 2019. As you are all aware that IHS surcharge has increased from £200 to £400 with effect from 19th December.
Could any of the members confirm that I can apply for Tier 2 Dependent extension now with visa still valid for 9 more months. The only reason is I can save from paying extra IHS charges.
