Eligible start date of application

I am wondering when I am eligible to submit the application.

1. Our Tier2 visas started on 9th January 2014
2. I physically arrived in the UK on 19th January 2014
3. My family (wife and kids) physically arrived in the UK on 11th February 2014.

If that is the case then I will be able to send my application 28 days before 9 January or 11 February 2014?

I have a number of friends who are in a similar position.

It is not very clear on the .gov site.

Within 28 days before the 5th anniversary of the visa start date for all of you!!
