IHS partial refund for dependents

Hello,
I had applied for tier 2 General visa non priority (along with 2 dependents) on the 26th of November(Out of country). My contract was for 1 year and the same was mentioned on the COS. I had paid the 3 year IHS (600 GBP) for my dependents while applying. I received two emails on 5th December addressing to each dependent stating that they will refund 400 GBP for each of them. Today I received that money, so it appears that they have charged 200 GBP for each of them which was expected. I was wondering if this means that they have already made a decision? I am aware that its not a definite yes but I am just wondering is usually the refund is done after the decision has been made. Thank you
