Fresh talent visa

My wife has been accepted to study in Scotland next year, doing a BA in economics. I just visited the UK border agency website & it would seem that they want to suspend the fresh talent visa & incorporate this under the UK graduate scheme. Can anyone confirm this? A big part of applying thru a Scotland university was the prospect of qualifying for the Fresh talent visa.

scottish fresh talent and the graduate scheme is closed now and u can only apply under the tier1 post study work which is quite similar and yeah u dnt necassarily need to go to scotland for this purpose now.
