He won't be able to work until a Stamp 4 (IRP) is issued, once the application is initially reviewed (~8 weeks) by INIS a temporary Stamp 4 will be issued and with that stamp he can apply for a PPSN and eventually enter employment.

My wife and I had never lived together when we got her Stamp 4.
Just in this, everything I have read online, including on the INIS website say proof of address is a requirement so maybe you were just very lucky or the requirements have changed since you did your registration

In terms of proof of relationship, apart from marriage cert what else did you have to provide. Thank you so much, for the fb messages did you do it continuously everyday conversation you print (by that I mean did u skip a few months or it was continuous print as in everyday) Because we have photos dated from 2009 and flight and hotels reservations and lots of emails.
