Second Masters after a PG Cert.

Hi all,
I currently am on a Tier 4 visa due to expire in February 2019 (Next month).
I came to UK for a MSc course (NQF level 7) but failed a module and have exited with a Post-Graduate Certificate. I wish to pursue another MSc course (same level) starting September 2019. Would I be eligible to apply and should I showcase 'Academic Progression'?
Also what are the chances of me getting an offer letter and Visa.
Would really appreciate your guidance.

I assume you will be applying in your home country. Academic Progression is not required for that anyway.

Whether you can get a place on the course is an academic matter, not an immigration matter. If you are offered a place, and therefore a CAS is issued, you will make a Tier 4 application in the same way as you did before.
