Tier 2 General application queries

Hi,

I have following queries related to new Tier 2 general application from India and wondering if anyone can help..

1. Is UK NARIC statements with CEFR level C1 comparability (obtained using red route) sufficient?
2. In RCoS work start date is 14-01-2019, but due to delay in HR process employer produced offer letter and other supporting documents for visa application on 11-02-2019. As per the offer letter the expected work start date mentioned as 'Upon arrival to UK'. We are planning to submit visa application on 22-02-2019. Any issues not submitting visa application before RCoS work start date? Is anyone gone through similar situation?
