By 'come back', do you mean she has previously held a UK visa :?:

Can she not clear even the English A1 test (the lowest possible on the CEFR scale) in spoken English?

No not at all

She is totally uneducated in terms of English

Her written skills of Regional language are excellent.

Unless she is 65 or from English speaking country then no exemption from English test.

She could possible try FLR(FP).

https://www.gov.uk/uk-family-visa/partner-spouse
If you do not meet these requirements you may still be able to apply for a visa or extend your permission to stay if:

you have a child in the UK who is a British citizen or has lived in the UK for 7 years and it would be unreasonable for them to leave the UK
there would be very significant difficulties for you and your partner if you lived together as a couple outside the UK that could not be overcome
it would breach your human rights to stop you coming to the UK or make you leave

She won't be able to apply for FLR(FP) from outside of the UK, will she Char? According to the OP, the mother has never travelled to the UK.

Edit: Ah! I've just read "it would breach your human rights to stop you coming to the UK or make you leave

It is possible. Obie I believe has previously advised it has and can be done. Not sure what the online selections would be though.
