In principle the latter, but there may be a problem with proving that the non-EU spouse will be travelling with the British spouse.
Only if travelling through the juxtaposed land or sea borders, as you can interact directly with the French border police.
Should be free, while we are still in the EU. Not sure of the situation after Brexit.
The standard six months multiple entry.
Pre-Brexit, different proof. Generally just proof that the spouse is a British (therefore also an EU) citizen.
Given the state of the Brexit negotiations, I would suggest postponing your travel plans as the situation as regards traveling to the EU will be very fluid.

You may however have to pay for the agency fees, which some embassies require. You have the right to go directly to the relevant embassy, but they can have a limited set of specific hours per week/month only. The standard six months multiple entry.Pre-Brexit, different proof. Moving this thread to the Europe immigration forum, as it is not about EEA Route Applications in the UK, but visiting Europe.
