I was wondering can i apply for a suppose visa will i be exempt from the income requirement.

I will let more experienced members confirm, but I believe only possibility of not meeting the requirement of income is if you're carer. Getting benefits doesn't make you eligible.

I appreciate I'm not answering your query but you'll also need to demonstrate it's a genuine relationship over the two years - this might be difficult if you've not been abroad to meet your partner - or have you?

3.6.1. Where the applicant’s partner is in receipt of any of the following benefits or allowances
in the UK, the applicant will be able to meet the financial requirement at that application
stage by providing evidence of “adequate maintenance” rather than meeting an income
threshold:
Carer’s Allowance.
Disability Living Allowance.
Severe Disablement Allowance.
Industrial Injuries Disablement Benefit.
Attendance Allowance.
Personal Independence Payment.
Armed Forces Independence Payment or Guaranteed Income Payment under the
Armed Forces Compensation Scheme.
Constant Attendance Allowance, Mobility Supplement or War Disablement Pension
under the War Pensions Scheme.
Police Injury Pension.

If you are not married, you have to prove 2 years of evidence of living together in a relationship akin to marriage for an unmarried partner visa. This is mandatory and there is not discretion.
Are you planning on marrying before applying for the visa or are you planning to apply for a 6 month fiance visa first in order to marry in the UK?
It is form VAF4A
Char (CR001 not Casa)

I appears that you applied in error for a Marriage Visitor visa and not a Fiance visa. How much was the visa fee

If you find that travelling is a challenge, you could still apply for the correct fiance visa and marry in the UK.

Applicants passport will be collected by VFS, along with biometrics.
You can send all required document in one bundle, from UK/Pakistan, to address specified on letter given by VFS after biometrics. The address is located in Sheffield, UK

You can't send documents correctly to sheffield PO box address from pakistan because there is none courier service for this. Its only possible from UK royal mail.
