IHS fee refund

Dear All
I have applied for tier 4 Visa in September 2016 and it has been granted for 4.5 years. I paid IHS fees on that time. But I switched my tier 4 visa to Tier2 in February 2019 and again I paid IHS fees. Could you please anyone tell me how can I apply for IHS refunds as I paid twice.

Good question but more likely you won't get any refund. Had you paid IHS for 4.5 years?

Yes I paid for 4.5 years. Is there any chance to apply for refunds. I paid this time again for 3 years. My ILR is due in August 2019. Will i be able to apply for refund?

As per below link I think you won't get refund because your application wasn't refused or you wasn't given less visa length than the amount you paid.
