Can I apply stamp 3 in Dublin?

My last post was that I cannot obtain stamp 3 from Cavan GNIB. Can I try in Dublin?

I am thinking apply the Surinder Singh rule and going back to the UK together with my spouse but first I have to get my spouse a legal status.
