I've submitted my ILR application through Tier 1 Ent and i still have my Passport and BRP card valid till jan 2020.

Can i travel while waiting for decision??

No. If you travel, your application will be withdrawn.

Hmm I think so, as you will not be leaving UK for that. But wait for seniors to respond.

Application for visa should not be a problem but also put in mind that your passport etc might be required by HO if necessary or for other unforeseen important reasons. I will always advise you be patient

Yes better to keep hold of the passport. But as far as I am aware canadian visa from UK only takes 1-2 weeks to process from UK (I applied and I got the visa in 5 days) so maybe you can take that much risk.
But yes best to be patient.
